I am not sure whether System Restore can retrieve files but that could be worth a try, since you are using Windows I imagine you could do it this way since Windows doesn't actually physically delete the files from your hard disk. If you still have no luck doing it this way and the file is of some value to you, take your hard drive to a data recovery company - but like I said, only if it of great value.
If you meant it was also deleted from recycle bin , then google data recovery software . There are some free tools that might help

same here with egk, pcinspector is the best free recovery tools I've come across. give it a try. by the way your posting did not mention you have emptied the recycle bin. in that case just open the recycle bin and undelete the file from there. should try this one first.

If PCInspector is only giving you a partial recovery of the file then I am guessing that the file was already partially overwritten, which would make it unrecoverable, at least in its full state. Did you download the software and install it on the same hard drive as the one that contained the file you were trying to recover? If you downloaded and installed the software to the same hard drive there is a chance that the download and/or installation could have overwritten your file. Ideally you would have wanted to download and install the software on a different computer than the one where you wanted to recover the file, and then connected your original hard drive to the second computer and searched it for the file. I would guess the file is now unrecoverable.
In future make duplicate copies of your important data, or use an online backup system or something like that...keeps you out of situations like this.
