Few Questions by a newbie...

Hello Everybody!
I'm new to this region of the web and I've been doing some reading around here but there are some questions to which I haven't been able to find answers.So I was wondering if somebody here would be kind enough to answer my queries without embarrassing me Here I go.
1. Say I register a domain, and build a website and I put some external download links on my site, will that account for the traffic passing through the server I've hosted my site on?
2. What if I put copyright stuff like Mp3s, Movies etc. on my site, or something that's considered illegal in my country but legal in other parts of the world? Does the server location make a difference?
3. I've come across terms like PR7, PR4, etc.etc.What do they stand for?
4. Can I setup my own server at home? What would be the minimum bandwidth requirements for such a setup?

Let Say There Is A Country XXX And You Have Server There.If There Is Law In That Country That You Cant Host Illegal Stuff Than Its Illegal.

Yes You Can Setup Server At Your Home ...FOr That You Need Faster Internet Connection And Static Ip Address
