    Yep that's the way to avoid a lot of poor in most cases spammy websites.
    This doesn't mean of course each website below PR2 is poor :) But 90% are. :(

    Pagerank limit concerns only free links.
    Of course having higher rank also doesn't guarantee automating acceptance for free.
    Prefer to keep directory clean so the people paying for listing can be sure to be listed in good company :)
