Feedback on implementation of ad network I'm building

I'm building an ad network. Could you please give me your feedback on one point of my implementation?

The long story short is that my network uses a new type of targeting algorithm to achieve very high performance (eCPM $3-6) with regular ol' banner ads. The downside is that I'm able to only serve ads to 5-25% of a website's traffic--I don't have an ad for each and every page view like a normal network.

I'd like to implement by offering publisher websites (who display the banner ads on their site) javascript to show my ad in place of their regular banner ad if and only if my network has an ad to show. Similar to a banner rotation system.

Will this fly? Will publisher websites find it acceptable? Or is there something I'm not seeing?

    Thanks.

Sorry, I was unclear. My algorithm uses very narrow targeting, and therefore I won't have an ad to show every time a visitor opens a page. This contrasts the typical ad network model where the network has an ad for each and every pageview.

Just use this option to get alternative ads to show on that time.
