In my experience only 50% leaves a feedback. I was able to get more and better feedback when after I send them the article I wrote them an eMail to say thanks and kindly ask for a feedback. After that, almost 80% left a feedback.
It's always good having a positive feedbacks. For me as a buyer i always check the feedbacks on the seller's account before biding on something - it's like a sign if the seller is honest or not.

Feedback has really become a joke now, people will go buy 100 penny auctions to get lots of feedback. It is getting pretty stupid. eBay needs to make it so no feedback counts for merchandise under $5 or so.
