Not sure how FB reacts to that but for me it depends on how does the guy you buy the likes from, gets those likes. Buying shouldn't be a problem, at least I think so.
Google don't mind and can't tell the difference and Facebook probably don't approve but if they are real accounts then - why not!

I am a supplier of Facebook likes and nobody has complained about my service, I've gotten great ratings actually so I don't see any issues.
Well if you are buying from any source which is not reliable, then all the likes will not be legal. Also if you are aiming for genuine and real likes, then do some viral stuff so that you get more and more eyeballs to your fan page. Make sure you are aware that, more and more eyeballs, means more fans your page.
It is 100% legal if all the fans are real and not bots. The rates would be much higher though to buy fans.
