    I've used the one on the HTML-Kit site FavIcon from Pics and just like the editor it is excellent. There is even a favicon validator.

    I downloaded IconForge (available at http://www.favicon.com/ ) which wasn't very blonde-proof for me, but still functional.

    It's a paid program, but you get a 7 day free trial; the cool thing about that is it counts the days you open it, not calendar days. I used my 7 days up over the course of about a month.

    Depending on how many you need to create, it should give you plenty of time to familiarize with it and execute what you need without having to purchase.
