    I just noticed that they always show ads council on my site. Does this mean that they do have few inventories?

    They will show ads council if the ad is put on a differesnt url that is not approved by them. And when you first add the ads to your site.

    I'd steer clear of those flashing "YOU WON!!!" ads though. :D
