I'm a web designer but i only have 2 clients. So i have created 20 fake websites in Photoshop to showcase my skills and add to my portfolio. Do i have to convert these PSD templates of websites into HTML/CSS or can i just screenshot the PSD and show in my portfolio?

Are the services you are selling just design or design and cut? If you are planning to sell the html part (which you should be) then you need to cut the html and display that too. How else would people be able to tell if you truly knew what you were doing?

Yes, that would work. I'd make sure you mark them as demo designs, or unsold examples.

Front pages should do - but you need to be designing inner pages too. A major flaw I've seen in designs is that the home page doesn't gel with the inner pages.

If I was searching for web design, I would be more impressed with mock up portfolio demo "This is what I can do" sites that were more or less fully functional than just an image of said mock up.

    I hope this helps..

Another and better approach is to use free platform to make your skills live.

I'd say for every screenshot of the mockup, you should include a link for the html and css conversion. But if you are only offering design services mockup screenshots would do.
