Thoughts on how they can resolve this since manual white-listing doesn't scale..?
I don't think these can't be resolved ever. The reason being Blackhat SEO can never be tackled, how smart search engines might become. An evidence of same is high PR of sites offering blackhat SEO. If this was so problematic to Google, they should have de-listed those sites from their index rather than giving high PR to them.
