The PR9 is cosmetic only. Check the links to that and dmoz.org (it's the same links reported by Google).

Interesting. They show a decent about of backlinks, are they getting dmoz's backlinks?

They aren't "getting" them. It's just cosmetic since Google's internal link and PR is not the same thing as the public one.

You can copy one of your own site's html code onto a new page of a different domain of yours, and it will also start showing the same exact backlinks and PR ... but no rankings.

He meant to do a redirect to a high-pr site until it sucks up a fake PR

before we've finished re-designing our site, I've duplicated the old design onto a brandnew domain name and with only 2-3 backlinks and after 2-3 weeks, it started showing the exact same PR6 and amount of IBLs that the same site had on the old domain.

i had a site given to me that a guy had abandoned. He forgot his password etc and so I tried the 302 temp redirect to get the links to the new domain (old domain was his ISP host)

Anyways the good news is it has worked so far. I am currently having internal pages 302'd also. BTW, the PR for the new domain is PR4 after 1 month and still holding after the last update also.
