Though PR is related with backlinks, but only those pages linked to you indexed by google will help your PR.
same question as buying cheap fake product in the black market is good? yeah it's good if you not being caught. if you were.... it's not really worth it. only will give your site a bad reps.
I think the "fake" PR is pretty trivial for G to figure out. Just because the Toolbar maybe says it's a PR4 or whatever doesn't mean it's going to stay that way. These kind of practices make it hard to build a decent base of links & confuse your efforts since you're never sure when your "fake" PR is going to be found out / de-valued. Better I think, to do things the tried-and-true way. Gives some more certainty...
