While yahoo.com has a page rank of 9, how can this small blog has the top page rank? I just noticed recently that .info websites offered for sale have very high page ranks (7+), yet many people are not interested in buying them although they are in cheap prices, and the detecting methods did not show any fake result.
If you use site ripping software and then upload an exact replica of the site you ripped and leave it be, once it gets spidered google will view it as a backup of the original site (best that I can tell). What this means for people who want to scam others with fake page rank is that you could make the duplicate then once it's been indexed etc, switch out the files for whatever you want to put on the site. If you do that it will apear to have the page rank of the duplicate site, but it's not real and will be adjusted to where it should be with the next pagerank update.I'd be willing to bet the site you listed is using that or some other exploit and that the page rank is fake. PR 10 sites are what? Google, Youtube, Facebook... I think thats about it.
If google PR is 9 then how is it possible for this blog site is page rank 10. You can check Page rank of this site with help of google toolbar.

You will find a lot of page rank checker tool. Better before going to deal with that PR10 (!) site, think twice.
