I always get these emails to email addys that have never been to ebay..lol one sure way to tell ( besides the fact that my emails aren't at ebay ) is to look at the links.. like the rebulk.ebay.co.com ebay would be just ebay.com

Who Paypal and eBay? Umm, no, as a new domain/url/ip pop ups running one of these I don't think they can possibly be aware of it if no one notifies them.
