I believe there are only 2 factors:

1st is to get a linkback from high pr websites (must be relevant) and do not reciprocate, do it 3 way or 1 way
2nd is interlinking (mandatory)

Unique content and relevant backlinks. Backlinks are more important than unique content.
For example, I started QTPbook.com by collecting all my software testing related blog posts from my other blogs. (i-e started QTPbook.com with duplicate content). But this site got Google PR in short time as the link building is done properly.

Similarly unique content is NOT possible for motivational quotes sites. Still our quotes site TheQuotes.net got Google Page rank, because of good link building.
