    For a page: Go to facebook.com/username

    For a personal account: go to Settings then Username

    you can only change it once.

    Or for a page:

    Go to the page and then click About > Facebook Web Address > Change Web Address.

    You can only change this once too.

    If you've changed it in the past, that might be why you can't change it now.

    Go to Settings of your profile and then edit username option. Try this, you can do it.
