FBML is just Facebooks markup language, an app to use to add custom content on your fan page. Most fan pages are basic HTML with a few functions on a page using basic facebook code.
When you are loggedin to your account in facebook, go to the fan page you have created and click on edit page. There when you scroll down a couple of option below, you will find create FBML page. Its just a way to introduce your fan page in one single landing page. Create some banners in graphics and write some catchy content in the banner and upload it on your site's server.
