Facebook apps are easy enough to create, unfortunately they simply use the REST method rather than proper SOAP (but this may change with Microsofts increasing involvement). Development costs should be slightly lower than the same app outside of facebook but you need to be aware that the platform is still very much under development and therefore you should consider the costs of keeping the app up to date as they have randomly removed functions etc
