Facebook Ad RE-Engagements

I'm going to provide a real world example, so I hope it's not too lengthy.
We determined one of our best markets was overseas, we targeted the country in question.
The ad appeared to be a great success. In music, getting a 70% like pct for an ad is amazing.
    That's the good part.

The troubling part is, very few turned in to page likes and follows. And I have no ability(that I know of to re-engage those people, other than the invite to page after they have liked it.
I did so, it yielded less than 5%.

Either the initial ad analytics were wrong, or the people never got the invite.
I've heard of some screwy things going on lately with Facebook ads...i.e. you posts not reaching 100% of your page followers(on purpose to spurn future ad placements). I'm not sure of the validity of that statement though.

    Anyone with any thoughts?
