No, it won't become available after expiring, the owner still has a change to re-register it. It goes through a few different stages like pending delete, etc. Depending on what extention it is, depending on how many days after the domain has expired that it becomes available
depends on who the registrar is: http://www.whois-search.com/deleting/who.php I don't think godaddy backorder really does anything, I've heard the name still goes to auction on tdnam, all your backorder does is start the bidding.
