Buying Experienced Shopping Cart setup

    I'm looking for someone who has experience with OpenCart shipping cart.

    I need someone to setup my shipping zones.

    I need you to set it up so that if someone buys outside CALIFORNIA, shipping will add +$5, or it will add $10 on INTERNATIONAL orders.

    Also, make my shipping so that it will automatically add $5 per extra item shipped on top of my flat rate shipping.
