if yes ask your vcc provider that your card must work with you country..

Where are you getting the Expander Use Program numbers from ? Is it from the credit card statement ?

Well, what I mean by Expander Use Program is the first time you clicked 'Get Verified' and after you enter your credit card details, you are supposed to look at your credit card statement which is sent by your bank or do view it through your bank's online banking service (if provided). In the credit card statement, you should see a charge by Paypal and in the description for that transaction you should see a four digit number, that number is the Expander Use Code which you are supposed to type inside Paypal to get your account verified. Basically, it means that you certify that the credit card is yours.

However, you are given only one chance to get the number right and if you type a wrong set of number that credit card which is being used can no longer be used for verification and you need to start fresh with another credit card.

If however, your credit card statement does not contain the necessary 4 digit codes, you can always call your bank up to ask them for the description for the paypal transaction.

However all is not lost if you typed the wrong details or cannot find the expander use number, what you can do is to contact paypal and tell them your problem and arrange with them to fax your credit card statement for them to verify. Basically, all they want to do is to know that you own the credit card which you entered in their system.
