Expandable List Menus - Ok for SEO?

Are expandable list menus ok for SEO, or are static list menus better?

The kind of list I'm talking about is described here:

I'm just wondering if implementing something like this will give archives less SEO weight?

you can do both.
with CSS you can do an expanding menu that contains static links
