Excluding sites on content network

Has anyone else had a problem with excluding sites on the content network?
I've been giving the content network a go, and so paying a lot of attention to it, and found a couple of sites in my logs that I get a lot of clicks on, but don't go anywhere, so obviously I want to exclude them.
But they just refuse to be excluded. I've been in correspondence with adwords and had assurances that the specified sites have been blocked. In one case I was assured that they had had their engineers looking at it. But in fact I only 'lost' that site by changing some keywords. And now it's happening again - four days ago they assured me that my ads were not being shown on a particular 'social network' type of site - but it STILL turns up in my logs.

The only way to be completed sure is to turn off content network in your existing campaign. Then start a new site-targeted campaign with only the sites you really want to concentrate on. This will give you the level of control you want however you will pay CPM.
