Excluding areas from a campaign location

I have a client with an AdWords account that I think I can improve on. What I'd like to do set up a test campaign to run only in a test area, say California, and then exclude the existing campaigns he has from running in this area. If it turns out I've improved California we can then shut off the other campaigns and extend the test campaign to the rest of the world.

I know it's easy enough to set up a campaign to run just in California but I don't see a way to change the existing campaigns to run everywhere except California.

    Is this possible?

    Thanks for any suggestions.

Yes, amend the previous campaign to worldwide, click on the MAP link, (insert the required area, City, or Region) then select REMOVE the required area
