Excluded Words - Possible at Campaign Level?

I know how to add excluded (negative) words to the Group level. But is it possible to add them to the Campaign level -- much like AdWords allows?

You can’t set Excluded Words at the campaign level but you can set them at the account level. Any excluded words you add at the account level apply to all ad groups/keywords in the account, so you should choose wisely. Go to your Administration tab and then click Tactic Settings.
