no it wont effect anything if your site is also pr-0 but if you have high pr than the site your are doing exchange gonna benefit from it.
It depends on your site. if your site having PR 0 or N/A - its not going to affect. If your site having PR>1 - it will affect your PR on future. Make sure that you are doing link exchange with relevant site.

some effect pr 0 will give, but if it's relative theme, example one site has pr0 and visitors 100, another site pr1 and visitors 10 so that pr now only is one of the parameters.
Exchaning links with a site with a low pr is the least of your problems...what you have to worry about is if that site has been banned by Google or if it is being penalized...the fact that you link to a blacklisted site will hurt your rankings whether you are aware of it or not... I recommend using one way backlinks from articles...If you use an good article submitter with a system to create unique articles, you never have to worry about exchanging links...
