What is the best way write your keywords
    for example
    Photoshop Tutorial Website

photoshop tutorials, photoshop videos, photoshop video tutorials, free photoshop brushes, photoshop guru, learn photoshop,

    or

photoshop, tutorials, videos, free, tutorial, brushes, guru, learn,

Will the first one be considered stuffing?
    Help me please.

If your contents contains unnatural amount of keywords, it is keyword stuffing. Your writing should be user friendly. Write your contents for users and try to keep search engines in mind.

SEO is 70% user targeted and 30% is search engine targeted for the obvious reasons that it is the human users that give the business and not the search engines. They just index the pages for the human searches. One should form the keywords to that extent that it should be informative about the kind of business the website is related to. From this, key word stuffing is okay till a a limit and certainly not over do it!

Design your site for visitors and not for search engines as Google is training its spiders to think and work like humans. So engaging in keyword stuffing will neither help the users nor the SEs.

Moderation seems to be the best answer for your question. You do want to put your keywords in there, but consider adding a few more of them, not just one of them.

It will not be considered as keyword stuffing as long as the keyword is not being repeatedly used. Example of keyword stuffing, most of the time, you will see that the sentences will not bear any meaning or make any sense all.

The example posted is absolutely keyword stuffing.

Write your content for human visitors rather than search engines and you shouldn't have any problems.

If you put keywords without sense alltogether, that's nasty.

Google spiders are good these days to figure it out.

i'm new to being a legit webmaster, and i posted my site here recently asking for a review. i had a bunch of keywords in the <title> tag, like how to fix a door | fix a door | easy door fix, all in the title tag. that's an example of keyword stuffing.

Yeah - it's easy to go overboard with keywords. Some of my clients look for 15% and up keyword density, which, even with a single keyword rather than a long tail phrase, is just nuts, and not at all user friendly. For my own content, I don't worry about density. I figure if I write engaging and informative content, the KW stuff will take care of itself. It seems to work for me, but I'm sure YMMV.
