I'm new here. I have a question. I have people blocked, but they can still see my tweets, how can that ??? I have already looked at settings but could not find anything.

So you are worried that people can seeyour tweets, even if you block them? Two things: 1. Quit stressing out about this. 2. Stop using twitter, delete your account and forget twitter.
It seems that you are really worried about your Tweets try not to use this fast pace micro blogging site and your problem is solved. Facebook has the feature that can block specific users post.
Why does it matter - you are broadcasting your thoughts to the world on a free website that owes you nothing. If you want privacy you probably need to keep those thoughts to yourself or explore one of the other social media platforms, there are plenty to pick from. I'd have expected blocking to mean you can't see their content, not the other way around but I haven't looked into twitter's rules.

I am always amused when people all over the world post personal and other important information or thoughts on social media and then are surprised that this information is now public. There are regular stories in the news about criminals getting away with a particular crime and then getting caught because they posted information about it on social media. The other amusing aspect is when they post something, delete it some time later, and then are surprised that it really is not gone and will be stored somewhere forever. Here's a rule of thumb for idiots: if you want to keep something personal/private, do not call all of your friends/family/neighbors and tell them about it, do not publish it in the local newspaper, do not speak about it to a radio or TV news reporter, do not send it out in an email to all of your contacts, and certainly do not post it anywhere on the Web.
when you block someone on twitter you only force them to unfollow you and they'll no longer able to follow or message you again, but your tweets will still be visible to public unless you protect your tweets
