Site is powered by a Template Manager scrip that is free and was created by inspirascript.com, but it seems now that they have shut down the site and the project. You can use the WaybackMachine to see the site.

A lot of changes were made to it, 5 star rating, live preview, automatic thumbnails, edit, sidebar, top bar, menu, banners, etc....

Process:

Process for adding new templates is very simple all you need is a template file (zip, rar, etc..) and a screenshot(full screenshots work best).

Tool I use to take screenshots is called WebShot and can be downloaded at www.websitescreenshots.com for free, process is simple input the URL of site and what you want to save it as. Then simply browse and upload when adding a template.

If you want people to submit templates then, simply add the code to a submit.php page and link to it, then from this page approve or deny.
