    May be there are restriction on new users...!?!

    Sorry, but there were errors...
    API Access for RefundTransaction failed with the result: "You do not have permissions to make this API call."

    Is it require Business account ? to add third party username, i have personal.
    I can't see the option in PayPal to do that.
