Error 403 on google adwords: keyword tool

Hi everyone. I was doing some keyword research using Google's adwords: Keyword tool and after a few searches it failed to respond. After I tried to enter the page again I got this message: "Forbidden Error 403". I'm pretty sure google has banned me from using the tool. I have 2 questions:
    1. Do you have any idea of how long will the ban be in effect?
    2. Is there a way to prevent this using the Google API?
    Thanks.

They might be doing some maintenance work.

On my Adworks I got this message:

Oh yea, I like the "short downtime" from 11:00AM to 5:00PM.....LOL....and they say we don't have inflation going on...

This is caused by Extreme OVERUSE of the tool. This is to prevent automated scripts/programs from accessing the tool in such a way that may penalize actual human users.

The way to fix this problem is to delete the adwords cookie:
I believe the cookie ends with @adwords.google.txt

cookies are found in the c drive under documents and settings and the name of your computer or the current user. All cookies begin with the current USER name.
