    Does any one know can I buy ad space on other site for promote epn?? Is it allowed by them?

    Why not? But i can suppose that it is a kind of blue hat SEO method. Such as the links which have been bought.

    It seem that they only allow you place their banner or text link on my own site,so that they are using domain verified.

    You can only place links to ebay from sites you own.

    If you purchase ad space it needs to point to your site, not ebay directly.
