Hi folks, i need some answers and advices. I have a blog in my country .RO which ranks on page 2 for the desired keyword. If i get some backlinks from some English websites with the desired keyword, it will help me somehow in SERPs? I would really appreciate a sure response from someone that experimented this things on his/her website/s. Thank you

Quality links are quality links. English sites would not only help you build more authority (rank in .RO), but also rank on Google.com as well. It's a good thing!
I agree, quality links are the most important. If that targeted website have a quality link from any other website on internet that is ranked high on Google, that link(s) will be measured as quality one. There is no any limitations and differences to the origin of the traffic.

Well, today, algorithm is changed, I think as well, we also need some percentage of nofollow links to make our link building campaign natural. So including links from other country extension makes natural as well. What we need to do is to build link continuously but not too many links per day then these links would be counted in quality links. Well, according to my experience, what I have learnt is Internet is mainly for the society and if you see then Google is working for the society first then it is for business thats why today, Google is earning billions of dollars. What Google wants is our website should have some social values not only commercial so if you we are buying links then we may caught by Google as well as links may not be natural for this Google thinks if your website really has popularity then it must be natural.
It will surely help you. It's one way of expanding audience, you're only not getting traffic from .RO but from US everytime your keywords is used.
Your site maybe .ro but is the site in English? If not, then back links from English sites may help but you have to worry about the bounce rate. A visitor following a link from an English site may not understand the regional language and will return with lost hopes. If you have Google Analytics on page, then Google will be watching this! What happens if Google sees that visitors from English site coming to your regional language site finds no help due to language problem and returns? Remember, Google's prime business is not about valuing you, their prime business is about search users. If search users or link followers return with lost hopes, Google may devalue your back link. (I am not sure, just wondering about the critical algorithm Google robot carries!)

It will help, upto a limited extent only. Because, imagine the situation if I place a link to your unknown language page here, you follow there, find the language beyond your reach, you come back. Analytics will see visitors from DP forum came, but went back with very brief period of stay. Bounce rate increases, time on site decreases - ultimately Google will arrive at a conclusion that this link may not be that useful for everyone, maybe useful for users of certain language! So, a little improvement may follow at google.ro but not much help in the long run. BUT, since there's no harm in doing this, so go for it
I have tested this on a huge PR7 site to rank it for some terms and i will say this works in serps but you get less linkjuice
