Doesn't any of control panels (Plesk, Ensim, Cpanel, etc.) include this message server(?) in its package?

You just need to develop a gateway that will communicate for either of this options, to send SMS over:

    1) send via GSM module attached to your server
    2) connect to API of online SMS service; some offer free SMS, some paid
    3) connect direct to mobile operator via IP/leased line.. (more complicated)

Alternatively I can help you develop any of those.. (with a reasonable fees :) )

    cheers,
