Empty link?

    If a link appears as follows in google cache:
    <a href="http://www.example.com"></a>
    HTML:
    (anchor text is empty), does google consider it as a link or not?

    If there is no anchor text and no image how can it be a link? This would be a html code error, nothing would exist. Even if it did, how would you derive any seo benefit from it?

    That code may produce a hidden link right ? So that isn't good in terms of SEO.

    This is a hidden link and its definitely not good for SEO. Google can penalize you for this.

    It's a normal link with syntax error, so it might be considered as a hidden links.
