PR is about incoming links to the site, not content.

my main website has more than 5000 backlinks, 2 year old and with useful content, Google gives a PR0, but one of my Blogs, blogspot with only few hundreds backlinks, no relevant content, hardly updated, Google gives PR2.
This PR thing is a bit confusing.

I redid a portfolio site in between pr updates, so the new urls had no backlinks (nor did I even try and build backlinks for this site at all), the only one that would've carried anything would be the index page, well after this pr update, the 4 internal pages got pr1 and the index stayed at pr0, so confusing to me haha
