Embeded PDF Indexing

I have many pdfs and want to restrict access to direct link, in the mean time allowing viewing of html page with embeded pdf. I read similar posts and it appears that it is impossible to do.My Problem is: How do I get the PDF content indexed, and send users to the embedded version (I use for embedening)?
    1) Does google index content inside tag?
    2) Can I do a MOD_REWRITE redirect that says "If you are coming from Google, instead of going directly to the PDF, go to a page with the PDF embedded? I don't think that it is cloaking because I'm displaying same content only in different manner, but I didn't found how google handles such situtations.
    3) How above operations will affect my ranking, based on keywords in pdfs.

you can target your keyword in meta tag. No need to required index pdf content.
