email newsletter help

I have 4 forums that I would like to start a newsletter for. The sizes go from 1500 members / 10,000 members /23,000 members and 38000 members. I would like to have a different newsletter for each of them. I could use the bulk mailer that is built into the forums (ipb) but it looks pretty low level.

Is there any good newsletter providers that can handle a large list and doesn't cost a fortune? If so, is there a way to extract the users that agreed to be contacted from the database?

Any info and advice would be great!

you can use mailboy. you only have to pay a onetime fee. for getting email list from db you have to talk to somebody who is professional on that. better idea to develop a console for that.
