Fiverr, SEOClerks and similar sites always have them. But you'd be better off building your own to ensure you're targetting properly and not just spamming millions of people whose addresses have been farmed off webpages.
That's a huge question, rather like "how can I earn online". There are thousands of ways to do it, all of which require time and effort (though not necessarily money). Do lots of research and avoid the schemes!
Don't buy email lists - they're almost always garbage. No one in their right mind would sell a good list (it also may be downright illegal). The best thing you could do if you want to try email marketing but don't have a list is to contact blog owners who have email newsletters and do a JV - you provide the email with product/affiliate links and they send the email to their list. You can either offer them a fixed payment or a split of the profit - there are many people who would agree to it.
The best way to make a list is provide content that would interest people. Once people see that content you should also include a newsletter or subscription so they can subscribe for updates on new articles you produce. That's the best way to make an email list.
... just to complete the information above, the REASON you want to build your own list is because of list burnout. if you buy a list, you get a fixed number of subscribers and that's it. You market for a while and the sales will decrease until no one will purchase. By contrast, a "home made list" will get you a steady flow of new subscribers for years to come. I have 2 blogs in on which I've written probably 2 posts per each over the last 6 months, and they constantly bring me 10-20 subscribers a day (and have been for years). As long as you manage to get traffic (from any source: blogs, youtube), your list will always have peopel eager to buy.
Try build your own list. This way you can establish a connection with the readers and they will begin to trust you a lot more. Lists built yourself convert a lot better than most ones you can buy.

Yes, I agree. You're better off to have 10 highly targeted people on your list that you generated yourself & can then market to, than buying one with thousands of people. What are you building your list for? Are you selling a product / service to them? You need to create an offer / give value to entice someone to opt into your list. Consider having someone on fiverr make it for you, like an ebook. This needs to relate to your target market. Think about who you're marketing to & what their problems are. Does your offer solve it for them? How can you help them? This will drastically increase your opt ins. Do you have a blog, opt in page & autoresponder set up? Then promote your offer on social media / PPC. Facebook is great for this!
You can think about this whole concept in this manner. There is a reason why people are selling their lists. If the list is really profitable, why won't they keep it and send offers that can potentially earn them > what they're selling you for.
I don't recommend you buy an email list. its unethical, and there is a great possibility of spam complaints. And even if you can make money out of that list, it's not gonna be long term. Try building your email list the right way. It does take some work but its well worth the wait. Trust me I've been there.
Do not buy emai lists => you waste your money + spam! Create and autoresponder account (listwire.com for example) and build your list with targeted traffic

DON'T EVER BUY EMAIL LISTS! Here's a better way instead: Create your own free product. Sign up for an auto responder service. Create your squeeze page. Partner with other established IM'ers or rent their email lists. Simple!
For ease of use you may want to see what lead providers are synced with your email marketing system so you don't have to constantly import new contacts. Contact your email marketing provider and see if they are synced with lead providers. They should be able to give you information.
