    I want to ask if there's any email marketing tool that allow to promote affiliate offers? I was using iContact but they didnt let me send my message because it was promoting affiliate offers, please suggest if there's any which allow us to promote affiliate offers

    Try unisender.com, as far as i know they do not care what you send as long as you send it to your own list and not to the one you bought or extracted from the web.
