Yes email marketing is a numbers game, the more you send the more chances that more people will open your email - but there is a LOT MORE to email marketing than just blasting out numbers! A quality list of end users who have agreed to receive your email (have opted-in) and are expecting it will get you results. And its more than just getting a high open rate - the key is to get the end user to "click through" on your offer and land on your website page and ultimately "BUY" your offer. Email marketing is very much a process that does work if it is done right.
you can try icontact since they let you import a list without confirmed optin. Also a MLM company called pixelgigs has an autoresponder service that let me upload a list of 5k that I had without requiring me to confirmed optin as well.
or you can use your own hosting and a script you can buy on theme forest for around $20 to email out. They also had a wordpress plugin version last time I looked. But you will have to set it to mail out no more than 200 emails per hour if using shared hosting or hostgator etc. This worked well but I hated leaving my computer on.
