    I'm talking about places that do email campaign with their client email list but advertise your service instead. Basically, you are renting their list to do your own campaign.

    Can work well as long as you don't abuse your users. Make sure they are aware you will be emailing them offers from others and always double-optin. Also never under any circumstance share your list with someone. Make sure you are managing all mailings.

    I don't have my own list, so if someone offer a targeted email campaign with addresses; would that consider spam? Sorry, new at this email campaign, I hear both good and bad results with it and want to try one. thanks

    The question should be, is this considered spam legally and/or morally.

    Legally, (disclaimer disclaimer... I am not an attorney. If you want legal advice, consult an attorney), most people find out what laws or rules they are breaking after they have performed such a mailing, when hosts, subscribers, and other individuals contact them. Like any law, ignorance of the law is not considered an excuse/justification and could lead to problems that were unforeseen.
