Thanks I was worried as I was commenting on a PR5 blog and found link has rel=external ...now its clear.
Some where i had seen if we have a nofollow link on pr8 it will not have any use it is have same quality as pr0 nofollow link. but i think it is not right if we we have a nofollow link on pr8 then it's have better quality then pr0 nofollow link. because crawler will crawl pr8 page more then pr0 page and we have more chance to index our site.
Ok. So to my understanding from this post rel="external" still counts as a dofollow link unless it's written like this: rel="external nofollow"
May I have nofollow and external in the same tag (rel="nofollow external")? or should I use it in separate tags (rel="nofollow" rel="external")?
It is just like rel='no follow'. Only the difference is that it opens in new window. so whenever you see rel='external' on link in blog do not be exited because you will not get any PR Juice from here and it will open in other window.

I have found a rel='external ' (written exactly like this with a blank space after external and i think the author removed the nofollow from the rel.). I'm Happy to find out it's ok in terms of PR passing.
Google says that it doesn't count the PR of a nofollow link, but I think it still uses the anchor text information from them, so they still may help improve your rankings indirectly. I have heard the exact same thing. I think this is the correct answer.
