If your website have a very quality content that people love to read then you should not worry. For your question, I think it will not harm your website as long as most of your backlinks are quality.
to make the link building look natural, you need to use as many link building methods you can find. just social bookmarking and directory submissions may not help you rank your site if you are playing in a field that has some level of competition

Care to explain a) How do you define a low quality site and b) How/why backlinks from such sites will cause harm?
there should be variety of back links for your website...rather then sticking to one method..ad yes page and alexa rank of back links do matter.
PageRank (PR) as shown on the Google Toolbar should always be taken with a grain of salt, as it ceased to be accurate, or a measure of the internal PR score used by the Google algo to rank sites since more years ago than I care to remember. For years now, we've been finding sites/pages that show 0/white (not grey though) on the tool bar and still rank on page 1, for competitive keywords too. Therefore, please do yourself a favor and don't take the displayed PR too seriously; appearances could be deceiving so far as PR is concerned.

Link building is very effective and result oriented way to get desired results but getting links from network sites, which are giving you thousands of links from one site or 1 IP address then it can not be too much useful to get good results.
Writing articles related to your website content and submitting it to article directories (which give do follow links of course) definitely boosts traffic and website rank

Page rank doesn't matter. You need to stop doing submission on low quality websites else it harms your website rank. You need to search high quality website and need to do submission on that only.
backlinks from directory submission and social bookmarks will not make your site marked as spam. it take a lot of submission in this type to make your site is ranked higher. One thing to consider is daily quantity of backlinks. I personally suggest max 10 backlinks everyday.

Yes this is true, someone could potentially harm a competitors' site but only when it is just brand new. After this brand new site gets a million of backlinks and a good reputation, is much more difficult to harm it, as you will need an army of black-seo-sites to link on. In nature is the same, babies are more open/exposed to viruses. As you go older your organism adopts antibodies and rebuts viruses more effectively.
It used to be that quantity of backlinks could overcome quality, guaranteed, but that's not as slam dunk anymore with the recent updates. Google now seems to de-rank sites that have too much "link velocity," or too many new links blasted at them at the same time. Stick with quality links to the main url, and only blast the links going to the main url.
