Effectiveness of header versus footer navigation

    I was just reading Rand Fishkin's article about top-level menu navigation in which he explains how targeted and keyword-rich anchor texts (=menu tabs) may enhance the search-engine rankings of a website. What to do when the header menu of your website does not allow long anchor texts simply due to lack of space? Can the same enhancement be obtained by applying the nofollow attribute to the menu tabs in the header menu and repeating the menu in the footer, but this time with long, targeted and keyword-rich anchor texts and without the nofollow attribute (obviously)?
