There are quite a few that allow you to post comments. The majority of these are No Follow, though. I have found several that are Do Follow (one a PR 7) that I have given to my monthly subscribers. I intend to give these types of links to my subscribers regularly.
All I can say, is get Angela's list of sites, they are awesome...I had no edu or gov backlinks but now I have 45 edu links and 9 gov links.
