.EDU and .GOV links

    I have never heard yet of .edu and .gov directories that are open for public submissions. I guess all you can do is to find .edu and .gov blogs and just comment there for some back links.

    Cos its actually non commercial. But there are blogs..

    I believe they are not that much different from a traditional link on sites other than .edu or .gov. It's just the PR tends to be much higher on .edu and .gov sites. That's all.
