    If you get this for one of your adgroups, how can you reinstate it? Do you have to delete it and then resubmit? Or can you just edit the url and that will do it?

    No, every time you make a change on an ad, even the internal ad title, it goes back through a review. The plus with changing an ad is that, unlike a new ad, a changed ad will at least show on Yahoo search only during the review process where a brand new ad won't go up until the first review is done.
