If it's a Dreamweaver TPL, you should just be able to drag it into DW to open (and edit) it. http://www.adobe.com/support/dreamweaver/templates/dwfw_templates_tutorial/
If it's a .tpl file that has come with a CMS or Forum Software then you can just edit the file with any html editor, or even notepad if you like!
I've got the ability to edit a tpl file on my server space. Perhaps you have too buship - have a look. Go to the file manager.

Open it in notepad. And to the best of my knowledge, you cannot edit .tpl in design mode, although I could quite possibly be wrong

Just work on it like any other html file but just be careful of the template tags and make sure you put them where you want the text for the outputted. Most of the time they'll be easily distinguishable from the default html tags so it should make for easy editing.
Same as before, notepad. Seriously though, if you need it done quickly, it would be better off to pay someone who is familiar with the script you're working with.
